Try breaking it down into a small task that you can chip away at. Don't go in thinking "I have to sit down and draw a whole entire thing" but rather "I'm going to draw for 5 to 10 minutes today, and after that if I still want to draw, I can. But if not then I'll stop for the day" It helps me a ton with gamedev. Procrastination is a tough thing to work around but it is manageable.
Yeah, you're right. I used to do something like that for managing time I spent on projects, and I just kinda fell out of it. After I stopped having regular time to draw I started feeling like I needed to finish things the same time I started them, otherwise I'd never get it done
